COMPARATIVE ANALYSIS OF THE MAIN COMPONENTS OF MODERNIZATION AND EDUCATION REFORMS IN FOREIGN COUNTRIES (GENERAL REVIEW)

Annotation

The author expands on the main approaches to interpretation of such concepts as “modernization” and “reform”. According to the paper, these concepts are considered both in single and in generalized application in educational systems of various foreign countries: USA, Great Britain, France, Germany, Sweden, Norway, Finland, the People’s Republic of China, Republic of South Africa, India and Brazil. By means of comparative analysis, the author reveals general and specific issues of reforms and modernization in these countries at the turn of 20-21st centuries. As a result of the analysis, the author comes to the conclusion that the concept “modernization” in foreign scientific, pedagogical and administrative discourse is treated as material updating of education, its reduction in compliance with general tendencies of the present stage of technological development of the civilization whereas reforms refer to transformation of the inner contents of education, teaching methods, etc. The arti
