STAGE OF SYSTEMATIC DEVELOPMENT AS PART OF BUILDING UP A COUNTY MODEL OF GENERAL EDUCATION FOR ADULTS (1900–1917)

Annotation

The article is devoted to the basic directions in systematic development of county education model for adults that existed in the early XX century Russia. The author draws readers’ attention to the great methodological role of the First County Congress on national education (1911) for systematic development of general education for adults at the beginning of the XX-th century. In the comparative context, the author reveals the basic projects of the systematic organization of out-of-school adult education of the Russian counties. Special attention is given to the process of defining leading principles of systematic organization of the general education for adults and models of practical realization of the systematic organization of out-ofschool education for adults in Russia.
