Annotation

The article is devoted to complex solution of the problem of cohesive development, perfection and effective use of scientific potential resources on the basis of scientometric researches that study achievements of pedagogy and educational system. The developed scientific and methodological background is focused on conditions for adequate coordination and management of scientific potential resources development in the educational system of the country and subjects of the Russian Federation. Methodological approaches, models, techniques, system of parameters, dynamic characteristics of scientific and pedagogical activity of the country and separate subjects promote all-round objective research of the processes, means, conditions and results of this activity. The revealed tendencies and laws of scientific potential resources development provide objective scientifically-informational base for research activity coordination, specify topical directions for improving methodical and scientific
