Annotation

The described in the article educational establishment is called to foster a personality that perceives changes as the norm. Our society needs people who can make independent decisions in a situation of choice, who are capable of cooperation and possess well-developed feeling of responsibility for the destiny of the country. According to the author, principles of humanitarian education can be realized through developing specialized competence-based models of social and legal education. Law determines the form of public consciousness and social practice. It creates basis for civil background of a person which lies foundation for construction of innovative society.
