BACKGROUND TO THE EMERGING CONSULTING FUNCTION IN DEVELOPMENT OF THE RUSSIAN HIGHER SCHOOL

Annotation

The author shares some ideas concerning development of the Russian higher school and outlines background to the emerging consulting function of higher educational institutions. The concept “function of higher educational institution” is an integrated one, according to the author. The researcher sets forth a number of functional tasks of higher educational institutions which belong to different groups. According to the assumption of the author, solution of the problems of consulting type occurs as a part of each of the functions of a higher educational institution. The author uses content analysis to verify this hypothetical assumption. It is applied to detect explicit and implicit realization of the functional aspects of consulting. Transformation of the consulting function of a higher educational institution from the implicit to explicit status can increase competitiveness and management efficiency of this institution.
