Annotation

The article provides interpretation of the term “state and public management of education” in terms of various methodological approaches to management in education. The paper covers theoretical aspects of state and public management in an educational institution. The authors state and theoretically prove the optimal strategy of state and public management, which is humanitarian approach. The article reveals humanitarian methods of state and public management. The authors describe some innovative methods and means of work of administration with pedagogical staff which guarantee effective management of educational institution. The role and place of the head of educational institution in the system of humanitarian state and public management are defined. The article also covers general and special principles of management of municipal educational system. The authors state feasibility of the strategy of humanitarian state and public management in educational organization based on the state
