Annotation

In this article the author considers pre-conditions and principles of the development of the provincial town of Taganrog cultural and educational environment. The author singles out such pre-conditions of the future town creation as favourable conditions and geographical position; attraction of this place for various cultures; coincidence of the town and State strategic interests. The author considers the following principles of cultural and educational town environment creation: determination of various activities of the local people; federal financial support; strengthening of Russian and European spiritual cultures.
