Annotation

The author of the article considers principles and conditions of a provincial town development under Catherine II. The following main principles of rebirth of the cultural- educational town environment are revealed: voluntary choice of the intercourse language by town dwellers; law obedience by all the strata of the population; providing material and spiritual support of the local population; creation of educational establishments in a town for the youth of different nationalities; dialogue of cultures as a basis of the townspeople’s life.
