Annotation

The article deals with specific features of the concept of social inclusion which is defined from the point of view of modern directions of the state social policy. Basing on foreign experience and discussing various forms of social exclusion of orphans in the contemporary Russia, the author grounds and describes in detail legal, economic and socio-cultural directions of inclusive social policy.
