Annotation

The article shows the interrelation of the basic resources of the educational system scientific potential and dependence of their development on scientific, pedagogical and organizing activities. The author presents a model of the scientific potential development and methodology of its evaluation. On the basis of the retrospective analysis of the dissertations submitted to dissertation councils of the Russian Federation from 2001 to 2008, the author reveals certain common tendencies of the resources formation and features of their development in various regions. The intensification of the scientific potential development is possible only in case all the conditions in all the regions are created and the complex approach to solution of the interconnected problems is implemented. The problems include improvement of scientific-research work and aids of scientific and pedagogical activities.
