Annotation

The article deals with the problem of quality management origination and development. The author offers analysis of works by F.Taylor, A.Fayolya, M.Veber. The statistical quality monitoring SQC which made basis of quality management in 1920-1950-s is considered. The author describes the approach to quality management from the point of view of human attitudes and behavioral science. The article also makes outline of Russian state policy in the field of education in 1950-1960-s and stages of quality management origination and development. The strategic stage is given detailed description, objectives of which being continuous improvement of quality by means of TQM concept.
