Annotation

The article deals with methodological backgrounds of monitoring models for controlling- supervising activity presented by the concepts “quality of education”, “management of education development”, “monitoring quality in education” that are revealed by the author. It is certain that management of education development integrates such concepts as «control» and «supervision», characterizing participating character of management. The author convincingly proves the relevance of the category “key competence of educational establishment”. The potential of monitoring is considered as an element of controllingsupervising activity. Monitoring model of controlling-supervising activity determines new set of functions of the state control (supervision) in education sphere.
