Annotation

The article covers the ways of higher education management process: subjective pedagogical and administrative. Special attention is paid to quality evaluation from the philosophical, productive, political and pedagogical points of view. The author defines the algorithm of quality management and singles out 4 levels of reasons which cause inefficiency of quality management.
