Annotation

The article gives an outline of ongoing modernization including the following features of this process: technological (it is aimed at essential updating of economic basis of the society, transition of the Russian economy to new quality of development, increase of efficiency and competitiveness of material and intellectual industries, achievement of high and steady rates of economic growth), social-cultural (creation of necessary conditions for accumulation and constant escalating of human assets being especially important direction of modernization in Russia). The author refers to human assets as a measure of personal opportunities of the person capable to invest in his/her own future, the future of the family, people and which are the basic resource of innovative development of the country under modern conditions.
