Annotation

The article makes reference to so-called methodology of multivariate, allowing to make administrative decisions on the basis of inter-disciplinary, integrating theories of the human capital, institutional economy and indicative management. Indicative management is considered as the tool of state regulation, functioning and development of education system. Indicative planning is characterized as an analytical stage of indicative management, providing development of target programs for education progress. The authors distinguish some forms of indicative plans and outline indicative planning experience in subjects of the Russian Federation.
