INCLUSIVE EDUCATION: TRANSFORMATION OF THE EDUCATIONAL SYSTEM

Annotation

The article is concerned with the issue of transformation of the Russian educational system as part of the inclusive paradigm in education. The author considers two approaches to understanding of inclusive education as the process of transformation and a reform of educational system. According to the paper, transition to inclusive education seen as a reform of educational system is a smooth, harmonious and financially attractive process. сThe author refers to European experience of inclusive education still emphasizing the fact that it is necessary to preserve effective elements of the system of general education for children with “special” needs of the Soviet pedagogy combining them with the latest western inclusive educational technologies. The researcher draws readers’ attention to the need to distinguish between school pupils with the status “children with special needs” and school pupils with the status “children with special educational needs”.
