Annotation

A state system of values is called to promote the creation of a civil society. The most effective ways of educating a conscious and not an simply obedient citizen is the using of educational leverages. The author analyzes the process of the citizen’s value orientations development n educational models of successful states, which should be accepted in the Russian educational system in view of own values.
