Annotation

The article deals with social and cultural preconditions of the development of innovative educational policy at pedagogical university. Russian universities function in constantly changing social, economic, political and cultural contexts of the country and make powerful impact on its development. They are considered as part of solution for a wide range of problems and face all challenges created by the society focused on requirements of postindustrial economy of knowledge. The author defines social and pedagogical risks caused by innovations as part of the new educational policy at the university. The article also reveals basic foundations for designing and implementing university educational policy.
