Annotation

The article deals with the course of reforms in the sphere of higher education of the Russian Federation as result of introducing policy of “new management” which overall objective is to stimulate enterprise work of higher schools and granting them greater financial autonomy. Compelled to search for additional incomes, universities start to behave as private business representatives, being guided on the market that leads to appearing the concept of competitive environment new to educational sphere. The author considers some issues of economy of budgetary funds, models of state-private partnership, change of requirements for workers of higher schools.
