Annotation

The article raises a topical issue of developing monitoring system for professional development of civil servants potential while considering human assets as strategic resource of modern society. The article gives an outline of characteristic features of training administrative elite in foreign countries and in the Russian Federation. The article also deals with general monitoring ideology principles, criteria for evaluation and measurable aspects of professional development level of the administrative staff, basic constituents of professional development monitoring in state control and supervision bodies.
