STUDYING PROBLEMS OF DEVIATIONS AND MINOR OFFENCES PREVENTION IN SECOND HALF OF XIX - AND FIRST THIRD OF XX CENTURIES RUSSIA

Annotation

The article raises the questions connected with the problem of preventing deviant behavior and minor offences. The author makes reference to the historical analysis of the reasons that led to the given problem in Russia of second half of XIX - beginning of XX century, and also covers the features caused by the Russian specificity. Study of the sources of the considered period showed several basic directions for the issue under study, i.e. prevention of deviant behavior in Russia of the end of XIX - first third of XX centuries. Concerning the specified period, the author speaks about separate, as a rule, practical attempts of the given question study. Full-fledged approaches get to be provided later. According to the author, the specified period is of special interest as the initial stage of the issue under study development.
