Annotation

Fundamentality, quality, competitiveness and availability of higher education depend on a combination of education and topical applied research (superstructure) and training of teaching and scientific staff to carry out fundamental research (the basis). The author analyses the ways of economically feasible regulation of this process by the state in its own interests.
